Correction worth remembering: a CRADA is not necessarily non-monetary. The federal laboratory cannot send funds to its non-federal partner, but the non-federal partner can provide funds to the lab alongside personnel, services, facilities, equipment, or technical resources. And when both a joint research scope and reciprocal transfers exist, the clean structure is layered: a collaboration agreement as the master document, with an MTA schedule and/or DUA schedule attached rather than one instrument trying to do everything.
